Return that "Mist Valley" card to its owner's hand, negate the effect's activation, and destroy the card whose effect was activated. I think many people who've seen the card are aware of what it does, and its interaction with Divine Wind. The issue highlighted by the OP is its interaction with Pendulums, especially the Odd-Eyes Gazer setup. Considering how fragile Pendulums are at the moment outside of Qliphoth (and they still have some notable vulnerabilities there), a card like Apex Avian is much-needed protection, and you can keep Summoning it over and over to keep that protection going as long as the Scales are intact. It doesn't feel like a perfect strategy, but thinning your deck while searching for the 2 pendulums you need basically lets you drop a boss monster every turn and, as mentioned with this, letting you drop a negation on a 2700 ATK body every turn, along with whatever Pendulum monsters (usually Odd-eyes) you may want to use alongside it.
