Counting 5 existed Legendary in that region, it is the one of the first legendary ever made in that franchise. 2 Level 5 WATER monsters Once per turn: You can detach 1 Xyz Material from this card; WATER monsters gain 500 ATK/DEF, also non-WATER monsters lose 500 ATK/DEF. 2 Level 5 LIGHT monsters During either player's turn: You can detach 1 Xyz Material from this card; Thunder-Type monsters cannot be destroyed by battle or by card effects, and if you do, WATER and Thunder-Type monsters gains 400 ATK/DEF. 2 Level 5 FIRE monsters When a FIRE monster you control is destroyed by battle: You can detach 1 Xyz Material from this card; inflict Life Points to your opponent equal to half of the monster that is destroyed by battle, and if you do, until your opponent's next End Phase, FIRE and Plant-Type monsters gain 500 ATK/DEF. 2 Level 6 monsters During either player's turn, when your opponent activates a card effect: You can detach 1 Xyz Material from this card; negate the activation, and if you do, destroy that card and your opponent then draws 2 cards. 2 Level 8 monsters During either player's turn: You can detach 1 Xyz Material from this card: Target 1 monster on the field, Graveyard or banished zone; this card gains the target's name, effect, ATK/ DEF. Though considering the trap card "Dark Bribe" I would change mewtwo's effect to let your opponent draw 1 card instead of 2. I think the 2700/2000 is a decent balance considering level 6s are not one of the more 'common levels'. If its ability lets your opponent draw 1 card instead of 2 it may be a little more balanced to lower its defense slightly, since it will mostly remain in attack mode, and even has its ability to protect it against effects during the battle phase.
