[The artist base her off on a real person, but lots of real yugioh cards are like that too. Effect are base on the dodging of Fire Emblem Dancer and on the account that she could be a spy before they put her to death. The effect itself is not bad, she's able to mess with the opponent's level so they can't Xyz Summon or attack her. Having her be a tuner... that's... I don't know, might be too good. I'm trying to think of what could get around it, though; you'd obviously never attack with it (mirror force is out), and it'd be trivially easy to just keep it on your side of the field forever as this impenetrable wall that you can't even declare an attack on. There's not that many removal cards these days that aren't monster-based; soul exchange or dark renewal, maybe? Dark hole, Torrential, and Skill Drain obviously work, but otherwise this card might make a really good stall card. I like the idea of her being an adaptable tuner, but if you're worried about it being OP, maybe put in a clause that says that the newly synchro'd monster can't attack on the turn it's summoned or something?
