I'm considering making it only change the Scales for that turn, but I dunno since it's essentially a 1-time use for each copy. Searchable by ROTA because it can be. While you control 2 Pendulum Spell Cards: You can Tribute this card; increase the Pendulum Scale of 1 of those cards by 1 (max. 12), also decrease the Pendulum Scale of the other card by 1 (min. 1).
