Activate by paying 1000 Life Points.  Negate the activation of all monster effects that involve Special Summoning a monster.

 

Lookie lookie!  I made a balanced Anti-Meta card that kills SPAM!!!  And just in case if I didn't drive the point home before:

 

This doesn't negate Inherent Monster Special Summon since they don't activate.  It does, however, kill monster effects that allow the monster to Special Summon themselves like Galaxy Soldier and Heraldic Beast Amphisbaena.
