3 Level 10 Monsters

While this card has Xyz Material, this card cannot be targeted by your opponent's card effects.

Once per turn, during either player's turn, when your opponent Special Summons a monster(s),

you can reveal 1 "Empress" card in your hand and detach 1 Xyz Material from this card;

negate the effect(s) of that monster(s), and if you do, halve it's ATK and DEF.

 

This is but a taste of the set. I'm going to be covering EVERY SINGLE PERSONA that the MAIN Character can use in Persona 4 Golden. That's a grand total of 179 monsters. Of course there are going to be some Spell and Traps in there too, we're looking at a set with 180+ cards. It's gonna take some time to do.

Odd that you'd start this project off with Isis, but okay. Taking 3 level 10s makes sense flavor-wise because it is the Ultimate Persona of a (One of the more annoying) Social Link. I'm not sure how well level 10s can rush the field, but this doesn't seem broken requiring three level 10s, and support if you want to use it to its full effect.

 

Why is this a Winged-Beast? Yes, she has a wing motif, but she is a goddess of magic and the ultimate Persona of a very magic-based arcana. I'd think she would be a Spellcaster.

 

Such odd ATK and DEF values that keep it powerful, but also leave it open to a fair amount of threats (I'd imagine. Frankly, I'm so out of the metagame I'm not even sure what is used anymore).

 

The first ability seems fair for a Rank 10, while having a fair drawback. I'm not sure the exact power level of the second ability, but since it has limited uses and requires you to have one of eight (I'm estimating. No idea how many of the Persona would be made into side deck cards and how many main deck, so this is based off of the assumption that only the Ultimate Persona of each Arcana is being made into a side deck card) cards in hand to use, it seems fair.

 

In Persona 4, Isis is more of an Ice Persona, so maybe this could be a Water Attribute instead of a Light Attribute if you want to keep in line with the original, but it doesn't matter much.

To answer your question, each Arcana is going to consist of 1 Extra deck monster (Namely the ultimate persona of it's arcana), and all the other personas are main deck, along with 2-3 support spells/traps for each Arcanum.
