First off, welcome ( I see you're a new member). A few things that I will nitpick, which will help you when you create more cards:

• Just my opinion, but a Fusion monster that is also a Toon-type effect monster is a weird concept to me, since all Toon monsters are in the Main deck, I wouldn't declare this card as a toon, but it could have the effect of it being treated like a Toon monster.
• OCG (basically card grammar) is pretty good but needs some work here and there. Here is how I would word it as to sound more like a current card:

 

3 Toon Monsters

Can only be Fusion Summoned and cannot be Summoned by other ways. This card can attack your opponent directly: Only apply this effect if you control "Toon World". Once Per turn: Banish 1 Toon Monster from your Graveyard; this card gains ATK equal to the ATK of the banished monster until the End Phase (this is a Quick-effect). If "Toon World" would be destroyed: Pay half your Life points.

• I am not sure what the last effect of Toon Lord does. It seems to me the last effect is incomplete as why do you have to pay your LP? If TW is destroyed, you have to pay your LP because it was destroyed? Or do you pay LP to prevent it from being destroyed? Either way, you need to be more clear in the phrasing of this effect.

I nitpick a lot so don't worry about that. Overall, it seems to be a lackluster card as it's a LV 10 with only mediocre-to-subpar stats (IMO).

 

I would probably reduce it's LV to a more useful one (ranging around 7 or 8, again IMO) if you want to keep the stats where they are.

 

Maybe you could either make it more supporting of it's fellow Toons with other effects? Just some suggestions.

 

Hopefully this wasn't overwhelming and I hope you don't take my comment as disrespectful to your design. These are just some ideas coming from another random dude on the internet :)
