This card is treated as a Normal Monster while face-up on the field or in the Graveyard. While this card is face-up on the field: You can Normal Summon it as an Effect Monster with this effect:

  • This card can be treated as either a Tuner or non-Tuner Monster for a Synchro Summon.  Once per turn: Declare a Level from 1 to 4; this card becomes that Level until your next Standby Phase.

ATK: 1400/DEF: 1400

I like the concept, but the design is questionable.

  1. A level 2 monster with 1400 ATK/DEF? Even if it is a Gemini it still seems a bit much. Lower one or the other if you want a stat to be at 1400.
  2. I understand that since this card is a Gemini it can be a little OP when you can summon it again as an Effect Monster, but even then Gemini's know their OP limit. A very splashable Synchro Material monster is great with a level manipulation ability, but then having it unable to be destroyed by backrow? That seems to be a little much even for a Gemini.

I understand that Gemini's are for one slow even with Supervise (or whatever it's called, I don't remember) and that they can be OP to an extent, but yea. This card is a little OP. I would omit the S/T protection ability and maybe lower ATK or DEF just a little bit for balance purposes.
