Wanted to use counters, so I did. Counters are good as they tend to work as a strong balancing point for a range of effects, as hopefully implemented here. Tempted to create a whole archetype, so CnC appreciated as always!

During your Main Phase: You can shuffle cards from you hand into your Deck; place Strike Counters on this card equal to the number of cards returned this way. Up to twice per turn, if this card is targeted for an attack: You can remove 1 Strike Counter from this card to negate the attack. During your Standby Phase, you can remove 2 Strike Counters from this card to Special Summon 1 'Strike Streamer' from your hand or Deck.

Hi, this is my first reply so if I do something wrong please correct me.

Artwork:  I love the artwork.  It looks both powerful and fast.  I want to use this card just by looking at it's picture.

 

Stats:  Level 4 and at 1700 is decent.  You tried to give it a worthy attack but not go the full mile of 1900.  Dragon is nice and so is EARTH.  Lots of support just off the bat, so definitely playable to say the least.

Effect:  It's cost to create its own counter is a LOT in my opinion.  You are giving up an entire resource for what?  Negating 1 attack?  And for it's effect to Special Summon you are giving up two resources for one Strike Streamer.  If you try to make use of this card he'll eat up your resources too quickly and not pay you back what you invested.  If I may recommend, I think you should make his effect to discard instead of shuffling into the Deck, also, give him 2 counters for each card you pay for him.  "During your Main Phase: You can discard any number of cards from your hand to the Graveyard; place 2 "Strike Counters" for each card you discarded for this effect."  Unless you plan on making the archetype revolve around shuffling back into the Deck, I recommend simply discarding.

 

Overall Card Design:  Great effect and I appreciate the attempt to keep him balanced but you only ended up butchering him.  The fact that you made his Special Summon effect Standby Phase and the fact that he can only Special Summon himself already limits his effect to twice per turn.  Monk only has to discard 1 card, and you can argue he has to discard a Spell Card, but I'd return the argument by stating he Special Summons ANY Level 4 and can activate the turn he is Summoned.
