You can Special Summon this card by Banishing 3 Monsters you control. By Banishing 1 Monster you control, target up to 2 cards on your opponents side of the field; Banish them. During the End Phase, if this card was not Summoned by Special Summon, pay 1000 Life Points and Banish this card.

Are you seriously punishing the user using this card for Normal Summoning it?  Yet rewarding Special Summoning this card from like CotH... Seems kinda... backwards.  "During the End Phase, if this card was Special Summoned, except by it's own effect: Pay 1000 LP; banish this card." Would make much more sense I would think.  Every time a player makes a monster like this I immediately think: Phantom Beasts.  B/c if Phantom Beasts can't use this, no Deck can.  I mean the Deck uses 2-3 Scapegoat and every monster effect they have SS's tokens from no where.  The effect is REALLY nice, but God, so much... It's just too much, asking for essentially four monsters to trigger it.  

 

Decks that mill a lot and have CotH might use it, but as of now I don't know of any Decks that mill a lot and can SS this baheema from Grave.  Great effect, Balanced, I just don't see it's usability.

He can still always be played in his own Deck via Scapegoat and other tokens.  You should lower his cost to SS him by one token. Of course if you do that he'll need some nerf'ing.  So I recommend 2 monsters banished to SS him, and then he can't atk if he activates his eff.
