You can remove from play this card from your Graveyard to select 1 face-up monster and reduce its Level by 1, until the End Phase. This effect cannot be activated the same turn this card is sent to the Graveyard. I find it to be a decent side against Xyz Spam decks. And can easily interrupt plays. Some pretty silly stuff can happen as a result, but overall this is just worthless. Sure, it can disrupt, but there are more generic ways to disrupt that are guaranteed to be effective. Quasar shenanigans if you're crazy, but still, Falling Current or whatever probably might work a bit better at times.
