Seanoow
I've got over a dozen cards for this set already made, Ill upload them as time goes by. (I will upload faster if people want to see them :3)With that said, here are some of the basic cards in the set that allow you to steal your opponent's monsters.
When this card is summoned, you can target one monster your opponent controls that is level 2 or lower. Take control of that target, that target is treated as a "Team Rocket" card as long as it remains on your side of the field.

This card can not be changed to defense position.-When this card is normal summoned, target 1 set monster your opponent controls and take control of it. That monster is treated as a "Team Rocket" monster as long as it is on your side of the field.

Pay 2000 life points, target 1 fusion, ritual, synchro or xyz monster your opponent controls. Take control of that target, that target is treated as a "Team Rocket" monster. You can not declare an attack or activate any monster effects until your second standby phase after you activate this card.

Seanoow
It is focused around relatively weak cards that have lots of synergy but lack direct power. It can be considered a counter to some particular decks that use low level monsters, or alternatively it can be used to allow the duelist a variety of monster levels for synchro or xyz summoning. The synergy for these cards to be used in almost any deck is not complete yet, as these are just the basic cards. The main set will have elements similar to Monarchs, E-heroes, and Shadolls, the main gimmick of these being the optional ability to use monsters your opponent controls to your own benefit. In that sense this concept is not "new" however it is being done in a "new way". Take Pendulum summoning for example, it seems very new, although the ability to summon multiple monsters in a turn was already done with the Toon deck, in a different way.
