Well, you could change it so that you discard as a cost before drawing, but then the effect becomes unplayably bad. You should probably either change it so that there's some sort of LP cost (i.e. pay 1000 LP and increase your opponent's LP by 1000; remember Upstart Goblin?), or else completely change the nature of the effect.
