If you have not Special Summoned during this turn, and control no Special Summoned monsters, and your opponent activates a card effect:  Negate that effect, and if you control no monsters, that effect cannot be activated for the rest of this turn (even by another card).  When this card is sent to the Graveyard, while you control no monsters:  Special Summon 1 Level 4 or lower Fairy-type monster from your Deck.
