"Wolf" + "Neo Aqua Madoor"
Must be Fusion Summoned and cannot be Special Summoned by other ways. Once per turn: You can banish 1 monster from your Graveyard to target 1 card on the field; flip it face-down. Cards flipped face-down by this effect cannot be activated or Flip Summoned. Once per duel: You can banish this card; until the end of your opponent’s next turn, neither player can Summon monsters, or activate Spell/Trap Cards.

So I looked up wolf, and well...

 

 

 

Dis alpha wolf yoozes his sense a smell ta find da enemy. 'ey, quit sniffing at my socks!

Anyways, onto the actual card.

I think the first part of the effect just means that the card is stuck face-down forever until its moved, but I might be wrong. These are both very powerful effects, although I think the last one is going to be used more than the first. Special Summon / Activate anything you need and then banish this to prevent your opponent from answering. At first its kind of too good, but then there's the whole "its hard to summon" aspect (although Neo Aqua Madoor isn't too terrible with its 3000 DEF, although it is 1 tribute so meh. Wolf is just terrible though) and the fact that you can only do it once per duel. It's still ridiculously powerful though, but I'd rather see what others have to say. The first effect meanwhile is really strong, allowing you to lock at least one thing on the board. 

 

It's like Cold Wave the monster, which is fitting considering the lore and the art.

I just like the idea of forcing people to play vanillas, so this card is pretty alright in my book. I like the fact that it's a slow lockdown, but to make the last effect slightly more balanced I would make it so it can only be activated at the start of Main Phase 1.

 

Oh and I think the last effect it is worded incorrectly, it should be:

"You can banish this card; until the end of your opponent’s next turn, neither player can Summon monsters, or activate Spell/Trap Cards. You can only use this effect of "Frost Wolf, Fenrir" once per Duel."

Effect is worded correctly. Only complaint is that you should specify where you can banish Fenrir from (Field, Extra Deck, Graveyard, etc.)
Also, I would add a something on its first effect to confirm whether "Cards flipped face-down by this effect cannot be activated or Flip Summoned."  only applies when Fenrir is face-up or even when it leaves the field.

 

As for the effectiveness of the card, I think it it's nice. It's a nice stun card when it's on the field. And its once per duel effect makes up for the inconsistency the materials bring to the deck, giving you a really neat opening for a win.

Actually he doesn't need to add where Frost Wolf can be banished from. The only things I could see changing it is, as monster effects must be on the field for them to be used (unless stated).

As a whole I generally don't like it. But I'm not a huge fan of "I'm going to do everything then just stop your turn" type of cards to begin with.
