Cannot be Normal Summoned/Set. Banish 3 Dragon-type monsters from your graveyard to Special Summon this card (from your hand), This card can only be Special Summoned by its own effect. If this card's ATK is 2000 or more: all other monsters face-up on the field lose 500 ATK. When this card battle another monster, this card loses 300 ATK and DEF after damage calculation. When this card ATK becomes 0 by its own effect, banish it.

I Dont know if the cost is enough, or if i should reduce the amount of ATK it reduces to other monsters...

 

NOTE: If there are 2 Lunastra on the field, both ATKs are reduced by 500. Also if the ATK of Lunastra would be less than 1400 After the reduction of their effects, the effects are negated so, if there is a Lunastra in your side of the field with 1800 ATK and your opponent controls 1 Lunastra with 1800 ATK, their effectsare negated and they would keep their 1800 ATK (and other monster would not have their ATKs reduced)

That seems pretty fine to me, the cost is okay, maybe make the atk/def loss higher, maybe 500, for the rest i think it's totally fine (i'm not an expert with dragon decks, so i don't know how op for them it would be).
