Hexanort
Pendulum effect: Activate only if you control no card in your Pendulum Zone. Cards cannot be placed to your pendulum Zone. Once per turn: Both player declare 1 number from 0 to 12. Once this turn, You can pendulum Summon monster(s) whose level is between the 2 declared number. Monster effect: Cannot be Special Summoned. Can only be Tribute Summoned by Tributing any number of Pendulum Summoned monster(s) you control. Monster(s) Tributed for this card's Tribute Summon is banished instead of sent to Graveyard. his card's ATK and DEF is equal than combined half of ATK of the Tribute monsters. When this card is Tribute Summoned: This card is unaffected by other card effect until next number of End phases equal than number of Tributed monsters. a 1 card pendulum setup, can summon good/bad range of monster as long you can predict your opponent's declared number. also can be a beater with several turn of immunity when tribute summoned. any feedback welcomed
SirReal
Eh seems pretty useless to me as a scale. Sure it's a one card scale but if you call 1 and your opponent declares declares 2 you are not pendulum summoning anything that turn. Also the effect does not really specify the order of who calls a the number first or if both players were to write their decision on a piece of paper and reveal simultaneously. If the opponent calls first, then there is a chance that, at least one time, you may be able to pendulum summon, but the moment your opponent catches on to what level is most popular or most powerful in your deck, they are going to call that number for pretty much the rest of the duel. If you declare a number first, the above issue of the opponent rendering your scale useless by declaring a number adjacent to the one you declared would occur, thus bringing this card down to the level of complete trash. As a monster, it's kinda meh. Making it unable to be pendulum summoned defeats the purpose of it being a pendulum monster for when it goes to the extra, it's staying there. It's effect is making to that of True Maju Garzett in that you basically tribute everything to have a ridiculously powerful beater, however due to the way it works, you will almost never have more damage on board than you already had. The bonus is being unaffected by card effects for possibly a few turns on end actually making it the game ending card. It's interesting, the pendulum effect needs a clear up on how it works, order wise, the monster effect is solid albeit a little impractical and kinda win-moar however can make a decent boss in something like Qliphort where their monster's attack drops when they're pendulum summoned.
