lose 1000 ATK and DEF. Up to twice per turn: You can remove 1 Fog Counter from your side of
the field; destroy 1 face-up card your opponent controls. Once per turn: You can activate 1
of these effects. Add 1 "Cloudian" monster from your Deck to your hand. Xyz Summon a Rank 7 or
lower Xyz Monster from your Extra Deck using WATER Fairy-Type monsters from your hand or your
side of the field as Xyz Materials.

You are missing the Errata that all cloudians have... the one where if in def are goners. Also... I get you want the deck to be tier 1... but thts just an obscured eff. Needs major redesigning. What cloudians need is a way to protect lp... I use sanctuary in the sky... another weak point is the fact that it can be hard to get effs off... keep that in mind.
