Pendulum Effect:

You cannot Pendulum Summon. This effect cannot be negated. When a Tribute Summoned monster you control is targeted or would be destroyed by a card effect: You can destroy this card to negate that card and destroy it.

Monster Effect:

When this card is Tribute Summoned: You can target any number of Spell/Trap cards on the field: Destroy them, then the controller of those card(s) draws a card for each of their cards destroyed. If you Tributed a Tribute Summoned monster for this card's Summon, your opponent does not draw cards from this effect. You can banish this face-up card from your Extra Deck and reveal 1 Level 6 monster in your hand: during this turn, you can Normal Summon it without Tributing. (This is treated as a Tribute Summon) You can only use this effect of "Kuraz the Risen Monarch" once per turn. 

[Slinky]

 This card is practically, a Harpie's Feather Duster, which is redundant given how Mobius kinda sorta does this already. Why not keep flavor and allow it to destroy cards like the original Kuraz? (of course you'd have to remove the "any amount" part).

 

Also, being a pendulum monster that restricts you from pendulum summoning is lulzy.
