Since Fusion, Synchro and Rituals are now also allowed here, I figured I would make one.

Pendulum Effect:

If you control a monster, this card's Pendulum Scale becomes 4. While you control a Pendulum Monster, this card cannot be targeted by your opponent's card effects.

 

Monster Effect:

 

2 Level 5 or higher Dragon-Type and/or Pendulum Monsters
When this card is Fusion or Pendulum Summoned: You can target any number of cards in your Pendulum Zone; destroy those targets, then you can return Defense Position monsters and/or Spell/Trap Cards on the field to the hand up to the number of cards destroyed, and if you do, this card gains 300 ATK and DEF for each card returned. If this card leaves the Monster Zone while in your possession: You can place it in your Pendulum Zone.

A good restraint, not too harsh, not too lax.
 
While you control a Pendulum Monster, this card cannot be targeted by your opponent's card effects.
 
Anti-target Protection while you also control a Pendulum Monster. I dare say this is the most powerful effect on the entire card.

2 Level 5 or higher Dragon-Type and/or Pendulum Monsters 
 
Nice and generic materials, but still requiring a set of circumstances which aren't too broad. I also like how this can't be splashed into just anything as a Fusion Conscription / Fusion Reserve reveal for Odd-Eyes
 
When this card is Fusion or Pendulum Summoned: You can target any number of cards in your Pendulum Summon: 
 
In what Pendulum Summon? When this thing is Fusion Summoned, it can't be the same Pendulum Summon. Maybe reword this to say "When this card is Pendulum Summoned, or when you Pendulum Summon while this card is face-up on the field:".
 
Destroy those targets, then you can return Defense Position monsters and/or Spell/Trap Cards on the field to the hand up to the number of cards destroyed, and if you do, this card gains 300 ATK and DEF for each card returned. 
 
and a powerful effect worthy of the "Ultimate" in the card name. Great work, but I'd be wary of the recycling techniques that got Brionac banned with that all-sides S/T bounce.
 
If this card leaves the Monster Zone while in your possession: You can place it in your Pendulum Zone. 
 
And the standard method of PZing an Extra Deck Pendulum. Not much to say here other than this card can't fail to enter the PZ and is FAR better for that purpose than OERD.

Okay, so if it's in the same Pendulum Summon, how does that effect work when it is Fusion Summoned, which is not a Pendulum Summon?

What? That makes no sense to me. Ok, let me break it down for you:

 

How it works is that it can be activated either if it was Fusion Summoned or Pendulum Summoned. The "Fusion or Pendulum Summoned" simply means that it will be able to be activated on either of those two options were to happen.

Okay, that makes sense to me, but during a Fusion Summon, there is no Pendulum Summon for the effect to be talking about as stated here

There's no Pendulum Summon from which to target cards if you Fusion Summoned Ultimate Pendulum Dragon, and it lists its Fusion Summon as a valid activation timing.

There's no Pendulum Summon from which to target cards if you Fusion Summoned Ultimate Pendulum Dragon, and it lists its Fusion Summon as a valid activation timing.

Oh now I get what you mean, that is a typo, it is meant to say Pendulum Zone.

Ah, in that case it'll be perfect once you change the : after "Zone" in that sentence to a ; to denote cost, instead of activation timing, which we already have thanks to the : after "Fusion or Pendulum Summoned".
