Indirect Cloudian support and support for a Type/Attribute combination we don't see that often, as well as generic Aqua-Type support.

 

This card is also Fairy-Type while face-up on the field and in the Graveyard. When this card destroys an opponent’s monster by battle and sends it to the Graveyard: You can Special Summon 1 Aqua or Fairy-Type WATER monster from your hand or Deck whose ATK is less than or equal to the DEF of the destroyed monster, but it cannot attack this turn. If this card leaves the field, destroy that monster. If that monster leaves the field, destroy this card.

I don't like the idea of Fairy Summoner and the Special Summoned monster having their fates tied together,  Also, you need to add the word "Monster" after "WATER" I think.

Hmm quite an unusual support i must say. None of these decks it helps are relevant to the meta tho.

Not too aware of aqua type decks. I think this could be useful to get swap frogs quickly maybe?

In Cloudians its rly not that good, it only promotes Rank 4 plays since nimbusman would not be able to attack. And the counter gain abillities are activated via normal summons. At least the eff is not negated. But this way of getting the cloudians can be very slow.

Last clause is unecessary imo. The eff is already difficult to pull and the summonable targs arent that broken. Unless im missing some other cards/archetype that could (ab)use this.
