Can be Special Summoned if your opponent Controls 2 or more monsters than you (If this card's ATK was 2700 or 2800, it would reasonable with that level) but my biggest problem is 3. This monster can attack you opponent directly IF your opponent controls only defense position monsters (Correction: You can have ability to be Special Summoned with 3250 ATK, but then DON'T give this monster another Effect) Other cards are nice and can work with Dinosaur-Type Deck. Funny that you mentioned Black Tyranno, because that card is the reason to my comment (Black Tyranno cannot activated it's effect either if there is Spell/Trap card). Spell/Trap Cards can be desroyed with cards like Heavy Storm. But your monster (level 9 With 3250 ATK) can be SPECIAL SUMMONED to field by its own effect. That is the Main Difference.
