Monarch King
Cannot be used as a Fusion, Synchro, or Xyz Material for a Summon. You can discard 1 card from your hand, then declare 1 Type of monster; banish all monsters of the declared Type in both players' Graveyards. You can only activate the effect of "Necro Virus" once per turn. This card does not target in the Graveyard, its like Trishula.
RedEmissaryofDarkness
I am hesitant to see this guy exist at all since a number of decks would barely even survive with this card around (BA and Infernoids come to mind). It's one of those cards that considering how decks are nowadays, really can mess up the game. Sure, he can't be made into any kind of ED monster, but it's something that seeing it on the field instantly turns the game around. The best monster I can compare this to is Tribe-Infecting Virus (Which I assume you got the idea from), and that card is banned for being a walking Raigeki that you could probably Safe-Zone and make it a OPT Raigeki. Same thing could happen here where All of your opponent's Shaddolls will just be gone essentially making their deck near useless. Infernoids die instantly to this, Red-Eyes can barely function, Warrior decks like Satellars, Six Sams, Noble Knights, and Heroes would struggle. hell, even Nekroz would fail to recover their Valkyrus. As for what decks can benefit from it? Qliphorts for sure, Lightsworn because of the DARK attribute for their Chaos plays , Ritual beasts to banish themselves, Macro decks, and really any deck that can afford to run him. In an age where people would need to SS from the grave to somewhat function, this is dangerous
