Pendulum Effect: You cannot Special Summon any monsters from your Extra Deck, except for Pendulum monsters and Synchro monsters.  Once per turn during either player's turn: you can target 1 Synchro Monster you control; it becomes a Tuner monster.  Immediately after this effect resolves, you can Synchro Summon 1 Synchro Monster, using the target monster and other non-Tuner monsters you control.

 

Monster Effect: You can Normal Summon this card from your hand while you control no monsters.  If you do: you can Special Summon 1 Level 7 or lower Spellcaster-type monster from your Graveyard.  If you do, you cannot Special Summon monsters from your hand, Deck or Graveyard for the rest of your turn.

Pendulum Effect: Once per turn, if you have another card in your Pendulum Zone: you can change this card's Scale to 0 and double the other card's scale.

 

Monster Effect: 1 Tuner  + 1 or more non-Tuner monsters.

This face-up card, in your Pendulum Zone and Pendulum Summoned on the field, is treated as a Level 7 monster.  If this card was Synchro Summoned using a Synchro Tuner monster: you can negate the effects of all face-up cards your opponent controls.  Then, this card gains 500 ATK for each effect negated and when this card attacks or is being attacked, your opponent cannot activate cards or effects until the end of the damage step.  This card can attack equal to the number of cards negated by this effect.  If this card in the Monster Zone is destroyed by battle or card effect: you can destroy all cards in your Pendulum Zones and, if you do, place this card in your Pendulum Zone.

 

It's a bit of a prediction, but we know that Yuya's going to get Clearwing Synchro Dragon sooner or later along with a Pendulum Evolution and a pair of magicians to go with it.  This is what I predict is going to be their effects.
