Huh.  Interesting concept.  Not sure how the grammar would work, but I think it would go something like:

 

Target 1 non-Pendulum monster in your Graveyard; Place that card in 1 of your empty Pendulum Zones as a Pendulum card.  It is treated as having a Pendulum Scale equal to it's level or rank.

 

I like that this really only helps decks that have varied levels.  For example: if you were to use this in Crystal Beasts, all of which are either level 3 or level 4, you restrict yourself to only summoning the other level, since the already existing pendulum monsters are scale 2 and scale 5 respectively.

 

To put it in laymans terms:  With the scale 2 set you can use this to set any level 4 CB, allowing you to pend summon level 3 CB monsters without the scale 5 pend monster, and vise versa with the level 3 CB monster working with the scale 5.  

I can't really think of a deck that this would be broken in.....maybe synchros since your levels are all over the place, but even then it wouldn't be that ridiculous.

 

I do like that this supports the new archfiends.  You can use it on Heiress after you search Eccentric in order to set a scale of 3 and 7, which is pretty respectable.
