For starters treat it as a special not synchro summon and add a restriction like they can't attack that turn or maybe only that monster can't for that turn.. I say these because access to high level synchros become so easy and would be so easy to abuse in a Stardust Deck or Yusei.dek. Perhaps more... mistworn I think would set off by this... I posted an errata to it, though I was thinking of negating the effects or going straight to the end phase instead of preventing an attack.
