You can only control 1 "Rephaite, the Legendary Monarch". If you control no monsters: You can Special Summon this card from your hand. When this card is Summoned, set 1 "Monarch" Spell/Trap card directly from your deck.

 

Hello!

 

I've always been a fan of Monarchs, and with a game that's become slowly more out of hand by the set, this archtype is one of the few things I still love to this day from when it began; I do feel almost all the support they've gotten is below subpar and I'm trying to figure out just WHAT is it they need to become a consistent deck.

 

So I think they just need searching and speed, a card like this could maybe help. It shares stats with the mega monarchs, isn't hard to summon, and breaks even when he does get summoned. I just think there's so many "Monarch" cards that you can't really bunch together all at once in a deck and it's way too many options when all we have is TenacityGrudge of the Monarchs as a way to fetch the proper support.

 

Also, Rephaite is just hebrew for "Giant"; I think it fits the guy very nicely from the little artwork we've seen of it.

 

P.S. My first concern is that with the whole "either 2400/1000 or 2800/1000 stats" I feel 2400/1000 is too little for "The legendary monarch" and 2800/1000 is to much for a monster that meets such an easy condition to summon. You be the one to entertain the thought of which would be better!

I'm thinking of maybe reducing the level to 6 and/or level 8 with 2400/1000 stats, adding the "No cards in extra deck" condition typical of the archtype. Perhaps this version would be much more efficient and accurate? I want to make it a good card. :)

Seems weird to have a Monarch that can Special Summon itself considering all of the archetype revolves around Tribute Summoning, and while it is a good effect, I feel the flavor leave more to be desired. Like maybe a Normal Summon without Tributes that is counted as a Tribute Summon when summoned this way effect or something along those lines.

Everyone already said it, but the Special Summoning part seems really out-of-place for a non-vassal. I think that you should make it Normal Summon itself with an effect that you can Tribute Summon this turn in addition to your Normal Summon. And just for flavor's sake, I say add in the whole "No Extra Deck" clause that the monarch spell/trap cards do. 

Otherwise, as it is right now, it offers a really good way to give Monarchs card advantage and acts as tribute fodder, which does the Monarchs justice. But just a little too good.

Id say change the effect to if you control no monsters and have no cards in extra deck you can normal summon this card from your hand without tribute. When this card is normal summoned: you can set 1 "Monarch" Spell/trap card from your deck directly to the field. During the turn you normal summon this card: you cannot attack your opponent directly.  

 

Lets be real its a 2800 Beater for no tribute, a lot of decks would have a hard time getting over that anyway.
