Target 1 Xyz monster you control; Special Summon from your Extra Deck, 1 "Raidraptor" monster with a lower Rank than that monster you control by using it as the Xyz Material. (This Special Summon is treated as an Xyz Summon. Xyz Materials attached to it become Xyz Materials on the Summoned Monster.) During your Main Phase, except the turn this card was sent to the Graveyard: You can banish this card from your Graveyard, then target 2 monsters in your Graveyard; Xyz Summon 1 "Raidraptor" Xyz Monster from your Extra Deck, by using those targets as the Xyz Material.  You cannot Special Summon monsters during the turn you activate this card's effect, except "Raidraptor" monsters.

You mean "Descent", I assume.

 

It gives their (pretty good) Rank 3 a purpose and is not 1 one-time use effect, making it available for consideration over the other Raptor RUMs, which aren't really played. It's pretty well designed, and definitely very balanced. It wouldn't be used in a competitive build imo, but if they get a slightly better Rank 3 it might be. Slight PSCT fix:

To make the PSCT more conventional, I would suggest you alter the second part of the effect as follows:

 

During your Main Phase, except the turn this card was sent to the Graveyard: You can banish this card from your Graveyard, then target 2 monsters in your Graveyard; Special Summon both those targets. Immediately after this card resolves, Xyz Summon 1 "Raidraptor" Xyz Monster using those 2 monsters only.
