You can Special Summon 1 "Monarch Token(Level 1/Earth/Warrior-Type/ATK:0/Def:0) in Defense Position. It can only be Tributed for a Tribute Summon. The monster Tribute Summoned using a "Monarch Token" cannot attack the turn it is Tribute Summoned. You can only use the effect of "The Monarch's Throne" once per turn. During your Main Phase: You can Special Summon 1 "Monarch Token" (Warrior-Type/EARTH/Level 1/ATK 0/DEF 0) in Defense Position, but it cannot change its battle position, it cannot be used as a Fusion or Synchro Material for a Summon, also it cannot be Tributed except for a Tribute Summon. You can only use this effect of "The Monarch's Throne" once per turn. So, correct me if I'm wrong, but essentially this is supposed to infinitely produce the fodder needed to Tribute Summon the regular Monarchs. The first effect makes it so none of your Monarchs can be targeted, not even by your own card effects, and it also means you can't target your opponent's Tribute Summoned monsters (which probably won't matter unless you're in a Monarch mirror match). The Token itself is dead on the field with 0 ATK and 0 DEF and being stuck in Defense Position except with a card effect, however its restrictions other don't really seem to do any balancing. The only main Fusion I can think of using the Token for would be First of the Dragons, Synchro-wise a Level 1 monster is normally pretty good, Tribute Summon-only Tributing eliminates Ritual usage or using it for card effects that require a Tribute cost. The thing is, though, a Monarch Deck in and of itself already locks itself out of the Extra Deck, so putting the Material restrictions on the Token seem pointless. And this doesn't only work for Monarchs, it allows you to instantly get out a Level 5 or 6 monster that becomes unable to be targeted by card effects. TL;DR -- I respect the idea of the card and that you tried to give it restrictions, I just don't believe they are the right ones. I don't believe the Token itself needs to be restricted, but maybe the monster it gets out needs to be. (Can't attack that turn, or something of the like.)
