  A very risky, yet very powerful card against and in favor of many decks.

Call it right: Soul Release at its best. Call it wrong: Needlebug Nest at its best.

 

  Seems legit in (as you said) clownblade and Infernoid, as well as Burning Abyss, Shaddolls, Lightsworns and some others. It could also be useful with Gem-Knights (Doublet Fusion), E-Heros (Miracle Fusion), Fluffal/Edge-Imps (Frightfur Fusion) and Dragon-based decks (Dragon's Mirror). Moreover, a considerable boost for old boss monsters-oriented decks, like of Cyber Eltanin, Megarock Dragon and Evil Dragon Ananta. (Well, the 1st one is possibly the only alive because it can be used with Cyber Dragons, although it doesn't appear often.)

  Some famous Spell/Trap Cards that can benefit from it are Soul Charge, Jar/Pot of Avarice/Dichotomy, Hysteric Party etc.

 

  It's vey enticing but, realistically speaking, is only useful as a Side option (if at all). The main reasons:

1) The opponent's Graveyard fills (for whatever reason) so quickly that your deck could run out of cards.

2) You may draw it too late.

3)You may mill all your key cards, unable to make any comeback.

 

  Needlebug Nest, Card Trooper, Kuribandit, Mathematician, Scrap Recycler, Monster Gate, auto-milling Decks and so many more options; safer to consider and more viable without risking your desired result in a single coin toss.

  IMO, Siding these cards and/or Different Dimension Ground/Soul Release/D.D. Crow etc. are better, since you can maximize your deck's efficiency more precisely with less risk.
