Prototype Steam Destroyer

LIGHT/Machine/Xyz/Effect

Rank 7

2700 ATK / 2000 DEF

2 or more Level 7 monsters

As long as this card has Xyz materials : Neither Player can Add Spell/Trap card(s) from their Deck or Graveyard to their Hand except by Drawing them. Once per turn, during either Player's turn, When your Opponent Special Summon(s) a monster(s) : You can Discard 1 LIGHT or Machine-Type monster from your hand and pay 1000 Life Points; Halve the Attack of all monster(s) Special Summoned by your Opponent and if you do, also negate their effects until end of the turn. This card cannot Attack the turn you activate this effect. During Each of your End Phases : Detach 1 Xyz material from this card.

Um, I might be wrong, but with the current phrasing, it prevents drawing into S/T as well.

So it should be phrased as "[effect here], except by drawing them." for the first effect.

 

For the second effect, it's phrased as a mandatory, so unless you want to force it, I'd say make it "You can discard" instead of just "Discard".

Also, the post-detach part would mean that it would affect Special Summoned monsters outside of the ones that were just Summoned, so change that.

Make it only for the ones that were Summoned.

As for the effect itself, it's too strong. Not being able to attack barely matters since it'd mostly trigger on your opponent's turn anyways.

 

Anyways, Odd-Eyes Magicians get a new toy I see, with the discardable ones being Insight/Ariadne/Eccentrick/Dracoslayers for ruining your opponent plays.

 

Not really too fond of this.

Made the changes to the first effect, made the 2nd effect non-compulsory and made the stun to last until end of the turn to balance it a bit.
