Cannot be Normal Summoned/Set. Must be Special Summoned by the effect of "Squirtle" and cannot be Special Summoned by other ways. Once per turn: During your Standby Phase, you can tribute this Face-up Card; Special Summon 1 "Blastoise" From your deck or hand to your side of the field Face-up. This Card cannot be destroyed by card effects.

This Card cannot Return to the hand or deck. If this card is destroyed by battle either by a card effect; Special Summon 1 "Mega Blastoise" From your deck or hand Face-up.

This Card can attack twice during your Battle Phase. This card is unaffected by your Opponents Card effects. if this Card attacks or is attacked it gains 300 ATK and DEF until the end of the Battle Phase.

i excluded the 1 destroy card cause i thought it was too op with it so tell me if i should add it to Mega blastoise please.

The "once per turn" clause is unnecessary. Since it's a light OPT, you can just revive it to use its effect again, so it's ultimately redundant, especially being a standby phase effect.

 

Also, the condition of being a "Pokemon" and "No. 7" doesn't really need to be there. You could just put it in the card name. "Pokemon Squirtle".

 

Now, for an OCG fix.

 

"Once per turn, during your Standby Phase: You can tribute this face-up card; Special Summon 1 "Wartortle" from your hand or deck."

 

Overall, it really can't be judged since you haven't posted Wartortle. One thing though, you need to post your card's effect underneath it so it can be read better.
