Meta has shifted from setup during your turn and defend during your opponent's to quick playing effects during either's turn to speed up the gameplay, so this card is designed to counter any quick effect that can disrupt a player's advance during their turn....note this only stop effect of face-up card, it doesnt stop normal card activation or effect of cards outside the field
