Cannot be Normal Summoned/Set. Must be Special Summoned from your hand by banishing 1 "Infernoid" monster from your hand or Graveyard, while the total Levels and Ranks of all Effect Monsters you control are 8 or lower, and cannot be Special Summoned by other ways. You can discard up to 2 "Infernoid" monsters from your hand to the Graveyard and if you do, draw the same number of cards you discarded. You can only use this effect of "Infernoid Hermadron" once per turn. Once per turn, during your opponent's turn: You can Tribute 1 monster, then target 1 card in your opponent's Graveyard; banish it (this is a Quick Effect).

Ok, so, initial reaction: if they were to make another noid, especially a banish-to-summon one and not something along the lines of decatron, they wouldn't make it a level the noids already have, though if you intend to make it higher level, a better effect would be required; as is the draw effect is kinda meh. and the name should correlate to a translation of fourth, or if you change the level, twelfth. unless of course you decide to make it something along the lines of decatron, in which the name and level are fine.
