Monarch King
DARKFiend/Tuner/EffectLevel 2ATK 100, DEF 600 During either player's turn, when your opponent activates a Spell/Trap Card, except a Counter Trap Card, in response to the activation of a card or effect: You can discard this card to the Graveyard; negate the activation, and if you do, destroy that card. You can only use this effect of "Exiled Goblin" once per turn.
Guest BGMCANN0N
So our emancipated goblin decide to take a swing at having some correlation with "Ghost Ogre & Snow Rabbit", hmm? :)With the existence of our Psychic/ Tuner friend this guy might sadly meet his fate as being exiled in the realm of the Overshadowed that resides in our immense card pool. Our goblin friend is troubled:Ghost Ogre has alternatives. She can use her effect while on the field, and can be "Emergency Teleport" 'd to accomplish hindering your opponent. And she can hit monsters too. This guy kind of lacks that.No Continuous Spell that I know of can activate in response to anything. So that part of the effect is null and void at the moment. Most Continuous Spell and Traps lose the presence of their effect once they leave the field so the negation part does very little, but for those little exceptions I guess that bolsters extra reassurance that the Continuous Spell or Trap can't do their job.Now where does our goblin find himself in the good my you ask:He has the merit to hit a Continuous Spell or Trap at the start of the activation where as Ghost Ogre cannot.And.... He is a Goblin so he can be searched via "Scrouging Goblin". I think that is your main intent right? With "Scrouging Goblin" in mind, he has a potential niche of supporting the "Goblin" archetype. If anything I would like you to look at the "Goblin" archetype as a whole to see if you could find a more direct way to support "Goblins". I think that might be a good start. Hope that helps you. :)

First of all, as you correctly mentioned, Continuous Spell Cards cannot be activated in response to something so that clause was really mistaken. I made the eff for any Spell/Trap Card instead with the exception of Counter Trap Cards. Also its the 1st time i hear about "Scrouging Goblin". xD
