Once per turn, you can shuffle your Deck. When your Deck is shuffled (even by mandatory shuffling) or a card(s) is shuffled into your Deck: increase this card's Level by 1. You can shuffle this card in your Graveyard into your Deck; draw 1 card. You can only use this effect of "Rippling Star-Eyes" once per turn.

I know this idea is strange... But, I thought it would be an interesting touch with Light Mausoleum as another Level 1 Light Tuner (Not to mention the dump effect from Light Mausoleum causes manditory shuffling).

 

Let's just say I was also inspired by some aspect of physics pertaining to light moving as a wave and some aspect of quantum physics.
