It's 141 destruction which has dropped hugely in relevance, but the Typhoon clause is the saving grace of the card. Still doesn't make it particularly good, but disrupting Xyz/Synchro plays turn 1 can be a huge boon, so that's a nice application for it. I'd say that you could give it a Breakthrough Skill-type thing, where you can banish one on your turn to pop a card. At that point it becomes quite useful.
