I can picture this card having humorous artwork pertaining to Inexperienced Spy (or Spy-C-Spy if we really want to get zesty for it; I think they done too much censorship to her card though so maybe not)  and being one of those Common Rare cards that make players scratch their heads.
 
I see this as a potential Set-up or Disruption card along with Convulsion of Nature Decks. (I think you have to use Misdirected Spy prior to using CON, but I could be wrong: let me thoroughly look at the ruling.)
Edit: So yeah you have to Misdirected Spy before CON. So it does makes this a little bit harder to use that way...
 
Set-Up wise you can make your top decks really pretty... Disruption wise you can make your opponent cringe when you arrange their top deck and then prepare to knock there better cards out with cards like Drop Off, Psi-Blocker, Mind Crush, Prohibition, etc.
 
And I see what you did there... Pairs well with my Scoped Unfolding. A good spy always improvises. ;)

That artwork depiction is 100% spot-on! But that Common-Rare bit,that is simply genius my friend!

 

And yes,this together with CON and "I prohibit you from using this one card"-cards just makes the opponent sad,no destiny draws for them >:D
