During either player's turn, when a card or effect is activated while you control a "Red-Eyes" monster, except "Red-Eyes B. Chick": You can tribute 1 "Red-Eyes" monster you control, and if you do, Special Summon this card (from your hand). If this card is Special Summoned by this effect: You can add 1 Dragon-type monster from your Deck to your hand during the End Phase of this turn. Pretty certain this has "Missing the timing" issues on the second half. Change it to "If you do" just to be sure.Seems reasonable, just being a beater after the search. I'm not sure there's anything I can add other than just to change the "when" to "if". (Note that you should only use "when" if you plan on the effect being able to miss timing - "If" does the same thing except ignores MTT issues.)
