You can only use the (2) effect of “Clear Kuriboh” once per turn.
(1) When your your opponent activates an Effect Monster’s effect that would inflict damage: You can discard this card from your hand; negate that activaton.
(2) When your opponent’s monster declares a direct attack: You can banish this card from your Graveyard: Draw 1 card from your Deck. If that card is a Monster Card, Special Summon that monster. Then, change the attack target to that monster.

 

Interesting, first effect is kind of meh, but the second effect that be very useful in monster mash decks like Superheavy Samurai, and even Graveyard spam decks like Infernoid and Lightsworn (though Infernoid can't Summon the monsters, so maybe not).
