During the Main Phase of the turn in which you activate this card, you can Normal Summon 1 additional "Atlantean" monster in addition to your Normal Summon/Set. (You can only gain this effect once per turn.) You can tribute 1 "Atlantean" monster you control, then target 1 "Atlantean" monster in your Graveyard; add it to your hand. You can only use this effect of "Atlanteos, the Forsaken Atlantean City" once per turn.

 

Basically, it increases the potency of running Undine into Neptabyss, while also making Dragoons easier to acquire after resolving the first 2.
