Players can Normal Set Flip Monsters using one less Tribute. If this card is destroyed and sent to the Graveyard: You can add 1 Flip Monster from your deck to your hand.

 

Of course Subterrors are bigger monsters, even having a Level 12 currently revealed. Yeah they can Special Summon themselves when a monster is flipped face-down but that needs you to already have one out but this lets it speed up a bit I think. I believe for now this can only be used to set the new Sea Serpent in Invasion: Vengeance without tribute and the others still need one but that could change as more Behemoths come out and I did make this generic.

I can't really see this being played in Subterrors. Like you said, they can Special Summon themselves from the hand, and you also have Warrior and Archer to get the Behemoths out easier, so a card that makes them easier to Tribute Summon doesn't really fit the archetype. But lets say for arguments sake that you would run this in a Subterror deck

 

1: Firts of all it needs a can only control 1-clause, otherwise you could just have two out on the field and have the effects stack to make you able to Normal Summon/Set any Behemoth, or Level 7 or higher Flip Effect Monster for that matter, from your hand.

2: The second effect is fine I guess. I would however put a once per turn-restriction on it though since you could theoretically destroy it yourself to get the search.
