The phrase "to level up" does not have a definite meaning in Yu-Gi-Oh!. The wiki says that it is an unofficial term for Special Summoning a "LV" monster using the effect of another "LV" monster (most likely of the same kind with a lower LV in the name). Since you, however, have only one of each kind and they are all LV 0, I guess that you mean to increase the LV given in the respective card's name. If that is true, you should either find a way to paraphrase it in a way that it is clearly understandable, or introduce it as a new technique and post this topic into the Experimental section.

 

Apart from that:

The pendulum effect of the king and queen is really powerful, considering that there normally are no monsters having scales below 1 or over 10. This effect basically allows you to summon almost anything you have on your hand. I would propably make the king's scale become 1 instead of 0 (maybe with a higher generic scale, e.g. 3) and make the queen's scale 10 at maximum, rather 8 or 9.

 

The fusion materials for Silent Paladin LV 0 do not exist. Ok, they actually exist, but not in your archetype (there is an official card called Silent Swordsman and a card called Silent Magician, while Silent Magicians actually seem to also be an existent archetype on their own). Apart from that you should maybe rename some of your cards so that they do not overlap with existing archetypes or cards, you have to list the full name of the card in the materials. A solution could be something like A "Silent Swordsman" monster + a "Silent Magician" monster (while choosing new names for those, as I said).

 

For Silent Fusion, you should add that the card's name is treated as "Polymerisation", otherwise you'd have to add it to the fusion monsters' effects that they don't need Polymerisation but instead Silent Fusion.

 

The second effect of Silent Synchro is propably irrelevant, for you would not have a reason to activate the card if you did not plan to perform a Synchro Summon.

 

The same as the above for Silent Xyz. Here, however, I see another problem: by the effect, you could basically summon anything that does not require specific archetypes / attributes / types as materials, e.g. a rank 8 monster, by using only level 1 materials. That's too easy and to powerful IMO.
