This is only a series of Spells and Traps. There are no monsters involved.

Advanced Devotion Rule #1: Re-Scale

Continuous Spell Card

Effect: You can also Pendulum Summon Pendulum Monsters whose Levels are equal to the Pendulum Scales you control. If a Pendulum Monster is Pendulum Summoned from your hand: All monsters you control gain 800 ATK.

 

Advanced Devotion Rule #2: Xyz Boundary

Continuous Spell Card

Effect: If you control an Xyz Monster: Your opponent cannot Special Summon monsters from the Extra Deck, except Xyz Monsters. Once per turn: The turn player can target 1 Spell Card in their Graveyard; attach it to an Xyz Monster on the field.

 

Advanced Devotion Rule #58: No Cellphones!

Continuous Trap Card

Effect: Your opponent cannot activate the effects of monsters Special Summoned from the Extra Deck. You can target 1 Set card your opponent controls; return it to the hand. You can only use this effect of "Advanced Devotion Rule #58: No Cellphones!" once per turn.

Advanced Devotion Rule #34: Resignation Form

Normal Trap Card

Effect: When a monster effect is activated: You can make your opponent send 1 card they control to the Graveyard, and if you do, add 1 "Advanced Devotion Rule" card from your Deck to your hand.

 

Advanced Devotion Rule #85: Categorical Filing

Continuous Trap Card

Effect: Your opponent cannot Special Summon a monster in a Monster Zone that has a Spell/Trap Card occupying a Spell/Trap Card Zone behind it. Also your opponent cannot Set or activate Spell/Trap Cards in a Spell/Trap Card Zone with a monster occupying a Monster Zone in front of it.

 

Advanced Devotion Rule #40: Mandatory Review

Continuous Trap Card

Effect: During your opponent's Draw Phase, before their normal draw: You can declare 1 card type (Monster, Spell, or Trap), and if you call it right, banish that drawn card, otherwise, banish 1 card from the top of your Deck.

 

Advanced Devotion Rule #3: Synchro Zoning

Normal Spell Card

Effect: Target 1 non-Tuner monster you control; it becomes a Tuner until the End Phase. Also, if you use that target for a Synchro Summon this turn, you can draw 1 card.

 

Advanced Devotion Rule #4: Fusion Ancestry

Quick-Play Spell Card

Effect: Return 1 Fusion Monster you control to the Extra Deck, and if you do, Special Summon the monsters used to Fusion Summon that monster from your Graveyard, and if you do that, add 1 "Polymerization" or "Fusion" Spell Card from your Deck to your hand, except "Diffusion Wave-Motion". You can only use 1 "Advanced Devotion Rule #4: Fusion Ancestry" per turn.

Advanced Devotion Rule #99: Medical Analysis

Continuous Trap Card

Effect: When a monster is destroyed by battle or card effect: Each player can send from their Deck to the Graveyard, 1 monster whose Level is equal to or less than half the Level of the destroyed monster. Each player can only use the effect of "Advanced Devotion Rule #99: Medical Analysis" once per turn.

 

Advanced Devotion Rule #20: Required License

Continuous Trap Card

Effect: Your opponent can only activate Spell Cards up to the number of monsters you control (if you control no monsters, this effect does not apply). If this card is sent to the Graveyard: You can banish 1 monster you control, and if you do, randomly banish 1 card in your opponent's hand. You can only use this effect of "Advanced Devotion Rule #20: Required License" once per turn.

Re-scale boost is to high. but atleast it has a rather interesting experimental effect of pendulum summon enabler...but i guess that's where the realism stop

 

Xyz Boundry is evil... its basically "play Xyz or bust scrub" which not good at all to player interaction...sure most deck now days have at least 3 or 5 Xyz monster tech'ed on their deck but its still not justified to summon lock all other things. i assume the wording for attach effect is meant that the turn player can attached that spell to its own monster but for now im guesssing you mis-type the effect so any player can attach his/her spell to your monster

 

No Cellphone! is tamer albeit still quite potent its stop active effect...and that's it. its second effect is not that relevant since MST,TT, and CC is better option anyway
