It has a very good effect, so you want to eliminate any unecessary advantage. As per the effect itself: It's basically a... more balanced Time Seal, but it becomes even better if you choose to drop 2 cards. If you pull it off, it's basically a dull game winner, so no. That seems unfair.It would be more appropriate if you would send three cards in exchange for your opponent skipping their next draw phase (or 6 for the next two draw phases).
