Rate a Card (Week 1): "Chaos"

Hey guys, gonna make my first post here after registering for almost 7 years. I used to play this little game called "Rate a Card" on other forums like GameFAQs and Yugico, but seeing as neither of them are active anymore, I'd like to start it up again here. Basically the deal is, you invent a card that fits into an archetype or general idea chosen by me, and I will rate your card based on several categories:

1. Name and artwork (if applicable): How interesting the card's name is, and how well its artwork describes it. The name should be original, but you can obviously use artwork from around the web.

2. Effect: How creative, balanced, and appropriate the card's effect is (unless it's a vanilla monster) based on the state of the game today. I don't claim to be an expert on today's metagame or anything, but when a card is clearly broken, I'll definitely know.

3. Relevance: How relevant the card is to the chosen topic.

I'll see if I can do one of these once per week depending on how much interest people show or how active these forums are.

This week's topic is: Chaos. Chaos is loosely defined as cards that incorporate elements of LIGHT and DARK monsters, OR cards that simply include "Chaos" in their names. The topic is pretty vast, as it basically allows anything, as long as the artwork doesn't include things that are clearly not chaos in anyway. So basically, magician who practices light or dark magic: yes yes; pretty unicorns and rainbows: no no. I'll start this off with an example that's nice and simple.
