I always liked the panel with the hydrophobic Lapras. It's so cute.

 

Although justification wise (not needed, really), it's probably more of a "technical" thing. Like using Strength to move boulders is more of pushing it properly instead of just slamming strength against it. Cut might be a more of an angle/whatever thing. Rock Smash...hitting it in its weak points, maybe? Surf and Fly might be not just the ability to swim/fly, but to do that while having another person/Pokemon on your back. I can swim, but you put a person on my back and suddenly that's harder.

 

But it's a comic. And Pokemon is WEIRD.
