If this face-up card on the field is destroyed while it has 2 or more Progress Counters on it : you can target your face-down banished card(s) up to the number of Progress Counters on this card when it was destroyed; add them to your hand. During your main phase, while this card has 3 or more Progress Counters; you can destroy it. You can only control 1 "Heaven Construction Plan".
