You can only equip this card to a monster you control. The equipped monster's ATK becomes 100 and it can make an additional attack during each Battle Phase. The ATK of the equipped monster cannot be changed by other cards' effect besides this card. You may only control 1 "Soul-Devouring Paper Fan".

I am really curious to hear the idea behind the card's design.

 

Even if a monster is granted a second attack during each Battle Phase, the applies effects are just too much to even make it worth it. The targeted monster should either has a great effect to take advantage on (but will it survive during its battles?) or you should equip/activate more cards/effects in order to achieve anything. Twin Swords of Flashing Light - Tryce is an old card that can do the same without all the harsh restrictions, by simply sacrificing a card in your hand and reducing the equipped monster's ATK only by 500 points.

 

Honestly, it depends to what you were thinking of your card.

I wanted this card to be something for monsters that get their effects off on direct attacks or inflicting damage to your opponent, but you may be right on it being too restrictive. I might edit it to make it be able to equip to the opponent's monster too as well as change the ATK restriction.

Alright, the direct attack makes sense (that was my initial guess, but I forgot to say it :/ ). The most viable choices (among others) that can take good advantage of it are:

1) the Watt monsters (because some of them can activate effects easier because they can attack directly),

2) Trickstar Lilybell (Trickstar is a new archetype, though, which includes few cards at the moment)

3) the Number 23 & the Number 28 Xyz Monsters (depending what one uses) and

4) Raidrapot - Blaze Falcon.

 

It's hard to do anything during battle merely with 100 points (unless you take advatage of others things, like I initially said), so direct attacks are your best bet.

Unless you edit your card, I can't say anything else. :)

Sure it is. However, you can still make your card better. It's very simple to find any good use nowadays, even if it can be used rarely.

 

As an example, there is the old card named "Darkworld Chackles". It reduces a monster's Attack to 100 and it can't attack, while the controller of the monster takes 500 points of damage. It's similar to your card and nobody uses it any more. My point is, try to add something that will make yours more worth it, like for example something related to battle or your hand or a simple effect negation of a certain type of cards (monster/Spell/Trap). Whatever you think will suit.
