Once per turn, you can target one Equip Spell Card you control; destroy it, and if you do, Special Summon one non-Tuner "Vylon" Monster from your deck.

 

During either players turn, if a Spell or Trap card or effect is activated, that targets "Vylon" monsters you control (min.1); you can target one "Vylon" Equip Spell Card in your Graveyard; shuffle it into the Deck, and if you do; Negate the effect and destroy it.

 

I think it helps to increase the consistency of Vylons and gives them more ways to destroy the Equip Spells, to trigger "Vylon Element", as the only way was Rod of Silence.
